As Boulder prepares to host the Sundance Film Festival beginning in 2027, the city is undergoing a major transformation. A sophisticated "urban fabric" is emerging, characterized by a robust hotel pipeline, high-end retail growth, and dynamic mixed-use creative districts. This isn't just growth for growth's sake—it’s a carefully curated expansion that maintains our city’s character while providing the infrastructure a global destination requires.

Key Projects in Progress and Planned

  • Limelight Hotel Boulder: Located at the corner of Broadway and University Avenue, this 250-room hotel officially opened in August 2025. It serves as a critical community hub and the city's largest conference facility, featuring a 15,000-square-foot ballroom.
  • St. Julien Hotel Expansion: The Boulder City Council approved an expansion of this downtown landmark in January 2025. The project includes a new 55-foot-tall addition with approximately 39 extended-stay suites and dedicated meeting space for local nonprofits. Construction is expected to start in 2026.
  • Pearl Arts District (East Boulder): Proposed for a four-block site on Pearl Parkway, this massive mixed-use project includes a 2,500-seat performing arts venue, a 165-room hotel, and approximately 500 housing units. It is specifically designed to fill the gap in performance space needed for Sundance screenings.
  • Alpine-Balsam (Western City Campus): This redevelopment of the former hospital site broke ground in December 2024. By 2027, it will house a new municipal campus alongside over 200 affordable and market-rate homes and new commercial spaces.

  • Downtown / Pearl Street Mall: Remaining the "heart" of the festival, this area will see increased property value appreciation and commercial vitality due to proximity to primary screening venues.
  • Boulder Junction: This transit-oriented district continues its phase 2 evolution, adding more density, parks, and cultural amenities near regional transit.
  • North Boulder (NoBo): The North Boulder Arts District, where industrial warehouses meet upscale urban living, will be home to a new development with 135,000 square feet of mixed-use space, encompassing housing, retail, and a new permanent home for the Boulder Museum of Contemporary Art (BMoCA). A multimodal transit center also is planned.

Driven by the 2027 arrival of the Sundance Film Festival, Boulder is experiencing a surge in high-end, experiential retail, including luxury furnishings and sustainable fashion. Retailers are creating spaces that combine premium products with in-store workshops and creative hubs, such as the Crowd Collective in North Boulder.

Key Retail Developments include:

  • Design Within Reach: This premium modern furniture retailer recently leased the entire 9,000-square-foot retail portion of the newly completed Boulder 29 building at 1900 29th St. This project converted a former department store into luxury-grade office and retail space.
  • Visual Comfort & Co.: A luxury lighting brand that recently opened a new showroom in Boulder, adding to the city's growing upscale home design corridor.
  • The Pearl Arts District: The Pearl Parkway project is planned to include a 165-room hotel and high-end retail storefronts designed to support a year-round "cultural capital" atmosphere.
  • Twenty Ninth Street Mall: This open-air center is strengthening its premium lifestyle portfolio including high-end "athleisure", luxury-lite jewelry, and a premium juice and wellness bar.
  • Downtown Pearl Street: While traditionally home to local boutiques like Weekends and Max Clothing, it is seeing a shift toward "curated luxury".

Connecting the Hubs: The "Sundance Loop"

A robust transit strategy is being developed to connect the city’s two primary hospitality anchors—the Limelight Hotel Boulder on University Hill and the St. Julien Hotel downtown.

The city is leveraging its existing transit framework to create a seamless, bus-focused festival experience.

  • Free HOP Bus Expansion: The city's primary local circulator, the HOP bus, already connects University Hill (Limelight) with Downtown (St. Julien). To accommodate Sundance's midnight screenings, officials plan to expand service hours until at least 2 a.m..
  • Complimentary Festival Transit: Plans are in motion to offer free bus service along the entire HOP route for festival attendees.
  • Enhanced Pedestrian Access: The St. Julien expansion project includes a new, clearly marked public pedestrian corridor to improve walkability between the hotel and the heart of the Pearl Street Mall.

Beyond public buses, new services and infrastructure improvements are being fast-tracked for 2027.

  • Shared Micro-mobility: Boulder intends to release up to 5,000 shared e-bike passes specifically for the festival to reduce reliance on cars in the dense University Hill and Downtown corridors.
  • Private & Hotel Shuttles:
    • The St. Julien provides a complimentary guest shuttle that will likely pivot to prioritize festival venue loops.
    • Private firms like Cobalt Executive Transportation are already offering pre-booked luxury shuttles and Sprinters for corporate teams moving between these hotel hubs.
  • Downtown Station Expansion: The Downtown Boulder Station is being expanded with five new bus gates and wider ADA-compliant sidewalks to handle the influx of regional transit passengers arriving from Denver.
